EU reaches interim agreement on Artificial Intelligence Bill
The European Parliament, EU member states and others reached a provisional agreement on the Artificial Intelligence Act on Friday, including how to regulate artificial intelligence systems such as chatbot ChatGPT.
Thierry Breton, EU Commissioner for the Internal Market, said: “With today’s political agreement on the Artificial Intelligence Act, the EU has become the first region to set clear rules for the use of artificial intelligence. The Artificial Intelligence Act is not only a rulebook, It will also become a booster for EU start-ups and researchers to lead the global race for artificial intelligence." Details will be discussed in the coming days, which may change the form and content of the final legislation.
Reuters and AFP reported that the agreement is a milestone. Bloomberg reports that the agreement marks a key step in the EU’s regulation of artificial intelligence.
The European Commission proposed a negotiation authorization draft for the Artificial Intelligence Act proposal in 2021, which will strictly prohibit "artificial intelligence systems that pose unacceptable risks to human security", including purposeful manipulation of technology, taking advantage of human weaknesses, or based on behavior or social status. A system for evaluating personal characteristics, etc.
The draft also requires AI companies to maintain human control over their algorithms, provide technical documentation and establish risk management systems for "high-risk" applications. Each EU member state will set up a monitoring body to ensure the rules are followed. (China News Service)
